KTG portability agreement: What changes from 2027

The revised agreement clarifies who pays when insurers change and protects employers unable to find cover.

A revised portability agreement for daily sickness benefits takes effect on 1 January 2027. It clarifies who pays when insurers change and protects employers unable to find cover.

Advance payment obligation: If responsibility is unclear, the previous insurer continues to pay provisionally.

Allocation: Employers unable to find a collective solution despite their own efforts are allocated to a participating insurer. Three documented refusals are required. Employers who caused the situation themselves, for example through a breach of the duty of disclosure, premium arrears, insurance abuse or intentional deception, are excluded. Those already without cover on 1 January 2027 may apply from 1 July 2027 at the earliest.

Allocated contracts run for at least two years.

Daily sickness benefit insurance remains voluntary: employers are not required to take out insurance. The agreement does not apply to personal insurance for self-employed people.

A change involves more than responsibility: the current state of case management should also be handed over so that an ongoing case does not start from scratch.
